Let’s pack the Capitol with a chorus of voices calling for clean air! We cannot wait any longer to clean up our polluted air and the legislature must recognize the important role they can and must play in this fight. Bring yourself, your children, your friends, and your grandparents — everyone! — to tell our legislators that enough is enough. Utah Moms for Clean Air doesn’t just represent moms — we are for everyone who cares about our poor air quality and the health danger it poses, especially to children. So please join us no matter who you are!

We will be meeting to directly lobby our legislators from 11:00 to 12:00 near the west steps of the Capitol building. Lobbying is easier than you think; if you haven’t done it before we will walk you through the process, and brief you with talking points.

The rally will start at 12:00 noon in the Capitol Building, West Staircase near the Rotunda. Bring a sign to hold up if you can (the press will be there as well as a documentary film-maker making a film about our air problem in Utah); keep the signs respectful, as our power derives from our image as a “family friendly” group. We will ask the legislature what actions they can take to fix this problem, and demand that they not sit and wait for the problem to get worse. We also want them to vote “Yes” on House Bill 393 which will prevent the construction of new power plants that can’t meet air quality standards.

Kids are invited on February 25, and we are also sponsoring a Kids for Clean Air day at the legislature from 9:00 am to 12:00 pm on Tuesday, March 3. If you know a group of kids who would like to come, contact travis@utahmomsforcleanair.org to find out how they can participate. It will be a terrific opportunity for kids to make their voices heard on an issue that directly affects them, and an equally important opportunity for them to see the legislative process in action!

Poll finds Utahns want more commuter trains
Most favor extending TRAX and Frontrunner, but balk at bonding for freeways.

If laying the first tracks didn’t settle the debate a decade ago, riding the trains since then would seem to have done it: Utahns like light rail.

A survey by the University of Utah’s Center for Public Policy & Administration finds overwhelming public support for continued investment in rail transit projects. Among 1,002 residents polled statewide, 79 percent said continued funding for rail projects either is very important or somewhat important.

Among the 546 interviewed within the Utah Transit Authority’s service area, that support spurted to 81 percent, said Jennifer Robinson, associate director for the U.’s center.

It’s no surprise to Wasatch Front Regional Council Director Chuck Chappell, who said nine-plus years of riding the rails have convinced once-skeptical Utahns that they need transportation choices.

“There’s huge support for that on the part of the council and now, apparently, the public,” he said. “I think it’s [because of] experience with congestion on the highways and the need for alternatives in the peak periods.”

Robinson said it also may be because skyrocketing gasoline prices last summer boosted the number of riders, exposing more people to TRAX and FrontRunner rail service. UTA recorded a 12 percent jump in passengers during 2008, though January’s numbers — a few months after gas prices plunged — were back near last year’s numbers, up just 2.4 percent. Light rail continued to gain popularity, though, up 16 percent from a year ago while bus ridership fell.

West Bountiful Pet Coke Plant Put on Hold!!!

Some Davis County residents aren’t ready to breathe easy just yet.

While opponents welcomed the news that a hotly debated waste-fuel power plant planned for West Bountiful is now on ice, their concerns still simmer.

“Putting a project on hold is not the same as terminating a project,” said Cecilee Price-Huish, who has spearheaded a movement against the 109-megawatt petroleum-coke plant.

The proposed facility was under review by the state’s Division of Air Quality, until Consolidated Energy Utah chose to “put this project on hold.”

“We at Consolidated have listened to the comments,” said the company’s news release. “And, although we have complied with all current national and local standards, we do not wish to force a community to host a project that does not meet the community’s concerns about the project not being in compliance with the coming national and local standards.”

And the company’s move to respond to public outcry demonstrates how well the process works to involve residents, said Cheryl Heying, Division of Air Quality director.

The division was poised last month to grant a license for the facility — to be built near the Holly Corporation oil refinery — based purely on technical grounds.

But a groundswell of public opposition, led by healthy-environment groups and nearby residents, pushed the proposal into the spotlight during a period of poor air quality throughout the Wasatch Front.

Traffic-Related Air Pollution Linked to Repeated Hospital Encounters for Asthma

Newswise – Air pollution caused by traffic near the home affects asthma severity in children, resulting in repeated hospital encounters according to a study published this month in Annals of Allergy, Asthma & Immunology, the scientific journal of the American College of Allergy, Asthma and Immunology (ACAAI).

Ralph J. Delfino, M.D., Ph.D., from the University of California, Irvine, and colleagues, studied records for 2,768 children from two hospitals in northern Orange County, Calif. Beginning with the first hospital encounter, investigators analyzed children’s estimated exposures at their home addresses to the traffic-related air pollutants nitrogen oxides (NOx) and carbon monoxide (CO). They estimated the risk of recurrent hospital encounters from exposure to air pollution using recurrent proportional hazards analysis, adjusting for sex, age, health insurance, census-derived poverty, race/ethnicity, residence distance to hospital, and season.

Previous studies have demonstrated that high home or school traffic density is associated with prevalence of diagnosed asthma, but the impact of exposure to traffic on repeated episodes of asthma requiring hospital care is unclear, they report.

“Traffic-related NOx and CO were associated with repeated hospital encounters for asthma in children, suggesting that local traffic-generated air pollution near the home affects asthma symptom severity,” the researchers write.

Approximately half of the repeated encounters in this study population occurred between ages 1 and 3 years. Based on their significant findings in infants with a primary diagnosis of asthma at their first hospital encounter, the authors suggest that early-life exposures to traffic pollutants may affect asthma severity and development.

Investigators did not find that children of lower socioeconomic status were at increased risk from air pollution exposures. They found evidence that this unexpected result was probably due to follow-up data that was less accurate in this group.

“Prospective environmental data are sparse for high-risk populations who present to the hospital with asthma exacerbations. Additional work with improved assessments of air pollutant exposures and asthma outcomes in such high-risk populations is likely to be fruitful given the present results,” conclude Dr. Delfino and his colleagues.

Proposed Bill to Ban Power Plants in Polluted Areas

“Proposed bill would ban new power plants in polluted areas — Power facilities would not be built in areas with the dirtiest air

A Centerville lawmaker stepped up Wednesday with a bill to clear the way for cleaner air in northern Utah valleys.

Rep. Roger Barrus formally introduced legislation to put a two-year moratorium on most power plants in areas that do not meet federal clean-air standards for fine soot. If passed, HB393 would block a proposed power plant that has applied for a state license to burn waste petroleum as fuel adjacent to the Holly Refinery in West Bountiful.

“I believe everyone wants to find ways to improve our air quality,” said the Centerville Republican, whose district includes the “petcoke” plant.

Cecilee Price-Huish, a Davis County resident leading the fight against the plant, called the bill “a big first step in the right direction.”

“People will definitely rally behind this bill,” she said of the hundreds of neighbors and other critics who have been fighting the plant. But she said the next step should be to stop petcoke plants, notorious for pumping out dirty emissions laced with hazardous pollutants, for good.

Consolidated Energy Systems, which did not return a phone message for comment Wednesday, has been working toward an air-pollution permit for its 109-megawatt plant since the summer of 2007. The Utah Division of Air Quality was poised to grant the permit when area residents and local health-advocacy groups began voicing strong objections in recent months.

One reason: The state already is struggling to bring northern Utah valleys into compliance with stricter standards for fine-particle pollution also known as PM 2.5. With a U.S. Environmental Protection Agency mandate to clean up the air in a few years, many of the petcoke plant critics criticized state regulators for considering signing off on a plant that would add still more pollution.

DAQ Director Cheryl Heying said Barrus’ legislation gives her agency two years to develop a kind of pollution checklist to add to its regulatory toolkit for meeting the federal standards.

“DAQ had no ability to do that,” said Barrus, “so I created that ability” through the bill.

The moratorium would not apply to low-emissions natural gas power plants.

Barrus also noted that lawmakers are moving on other fronts to tackle pollution from cars and trucks.”

Air pollution made Young Han rethink a move from Seattle to Salt Lake City last winter. A runner and biker, he opted instead for Washington, D.C.

But now he has taken a job at a nonprofit in Utah’s capital city, and he wonders why the air pollution is still so bad.

“I’m surprised local authorities haven’t done more to improve air quality,” he said. “It’s very concerning.”

Han’s frustration is shared by newcomers and old-timers alike, and for good reason. The very air we have to breathe to live is also making us sick.

“This is what you call a grass-roots effort,” said Bill Love.

The Moab retiree is among those petitioning Gov. Jon Huntsman Jr. to appoint a new director for the Department of Environmental Quality who will crack down on air pollution.

State regulators are mobilizing, too. They’ve heard the public outcry. They also face new, tougher air-quality standards from the U.S. Environmental Protection Agency.

Last month, the Utah Division of Air Quality began a three-year process to update the “State Implementation Plan” to cut fine-particle pollution in northern Utah.
